On July 15th, the Greater Chambersburg Chamber of Commerce and Downtown Chambersburg, Inc. presented awards to four local businesses and one business owner for property improvements and community accomplishments completed in 2020. Franklin County Government received the Greater Chambersburg Chamber of Commerce 2020 Property Improvement $10,000,000+ award for their new Franklin County Administration Building, designed by local architect Noelker and Hull Associates, Inc.

“Noelker and Hull is honored to partner with Franklin County on this project.  We were able to consolidate a number of county offices in one location to provide increased efficiencies for the county and improve community access,” said Noelker and Hull President Stuart E. Christenson, AIA.

This new construction project, completed in February 2021, is located on the corner of North Second and Grant Streets in Chambersburg, the site of a former Sheetz building that was demolished prior to the start of construction. The new Administration Building was substantially complete approximately two years after the site was cleared.

The Franklin County Administration Building includes over 15 co-located county offices allowing for improved operational efficiency and better customer service for all those doing county business. Noelker and Hull’s design team, in collaboration with the County’s project team, focused on functionality within the design and included multi-purpose and shared spaces, easy-to-move furniture, as well as a significant amount of shared natural light.

The Franklin County Administration Building is one of five projects under the County’s Court Facility Improvement Project. In addition to the Administration Building, Noelker and Hull worked together with County Administration to design and build the Franklin County Judicial Center (in conjunction with Silling Architects), design and renovate space for the Franklin County Archives Facility (storage and office space), as well as design and renovate space within the Historic Courthouse and Courthouse Annex.
