Noelker and Hull provided architectural and interior design services for the new 7,200-square-foot library, located at Harp Place Park, the site of a former elementary school that once served as the town hall and has since been demolished.

The new facility is scaled for its siting near a residential neighborhood, and the site design is integrated with an adjacent park. The library’s placement takes advantage of nearby views and is buffered from nearby homes.

The library’s interior offers an open floor plan to allow for flexibility and space for community events and meetings. There are two study rooms, a laptop bar, a community gathering room with a smart technology board, and an interactive children’s department. The children’s and adult’s book collections are spatially separate but allow for a visual connection between the two spaces. The facility incorporates high-speed internet access and a trolley car exhibit to commemorate the history of the Hagerstown and Frederick trolley that ran through town.
